Anti-Piracy Site-Blocking Law Clears Australian Parliament

The federal government says Australians need to be reminded that if they take too much from creative industries such as film or music without giving back, they will jeopardise content.

The legislation passed the Senate 37 votes to 13, with Labor proposing one amendment; that the government respond to an Australian Law Reform Commission report recommending fair use be incorporated into copyright law.

Other amendments from Greens senator Scott Ludlam, including that the bill specifically exclude virtual private networks (VPNs) and be delayed until the government responds to the ALRC report and an IT pricing inquiry report, were voted down.

“We are trying to minimise the risk of collateral damage,” Greens senator Scott Ludlam said.

Senator Ludlam said the legislation was a win for rights holders, who he said will end up deciding what content the ISPs block.
